Important note first: as of 7 October 2026, I couldn’t find a published 2027 circular for the Building Development Management (BDM) internship. This guide combines the most recent City of Johannesburg (CoJ) internship circulars with the last BDM circular I could find (2022). Treat the details as a preparation guide, and check the official advert for final requirements and dates once it appears.

What is Building Development Management?

Building Development Management sits inside the City’s Development Planning Department. It deals with building plan submissions, the public counter, correspondence, records and stakeholder engagement. Every extension, new house or commercial development in Johannesburg passes through this kind of process, so an internship here shows how a major city regulates what gets built.

The 2022 BDM circular listed the main functions as public counter management, document and correspondence management, electronic file tracking, records and information management, and stakeholder management. Expect admin-heavy, people-facing work with real exposure to municipal systems.

Who can apply

Based on recent CoJ circulars, expect these conditions:

  • Johannesburg residents only. Only City of Joburg residents will be considered.
  • First-time interns. Recent circulars say the opportunity is for youth who have never participated in an internship programme before, with exceptions where the earlier programme wasn’t relevant to your course of study.
  • A relevant qualification. The 2022 BDM circular asked for Grade 12 plus a Diploma or Degree in fields such as Business Management or Business Administration. Other CoJ internships ask for Public Management, Town and Regional Planning or similar fields. A 2027 BDM advert may also favour built-environment qualifications, so read it carefully.
  • No place for equity-related discrimination. Earlier circulars state that CoJ is an equal opportunity employer and that appointments follow its Employment Equity policy, with people with disabilities encouraged to apply.

Duration and stipend

  • Duration: CoJ internships run for a period not exceeding eighteen months. They are non-renewable.
  • Stipend: the most recent graduate internships I found paid R10,109.86 per month as basic salary with no benefits. The 2027 figure may differ.
  • Paperwork: interns sign both an internship agreement and an employment contract, so you commit to the full programme.

Skills that help

The 2022 BDM circular listed report writing, administrative management, financial reporting, time management and working under pressure. You can strengthen your case by showing:

  • Confidence with MS Office, especially Excel and Word
  • Good filing and record-keeping habits
  • A calm, professional manner with members of the public
  • Basic knowledge of how building plans and zoning work (helpful, not essential)

How to apply, step by step

  1. Watch the vacancies page. Circulars are published for roughly two weeks at a time. For example, one 2025 circular was open from 30 October to 12 November, so you can’t wait and see.
  2. Read the circular fully. Check the reference number, qualification, location and closing date.
  3. Apply online only. CoJ circulars state that only online applications will be considered. joburg
  4. Complete the online form and attach your documents. Recent circulars ask for certified copies, so have them ready: ID, matric certificate, qualification or academic record, CV and proof of Johannesburg residence.
  5. Apply before the closing date. Late applications are generally not considered.
  6. Keep a copy of everything you submitted.

What happens after you apply

The 2022 BDM circular explains the usual process. If you haven’t heard back within six weeks of the closing date, regard your application as unsuccessful. It also said that appointments should be finalised within four months of closing. The City also reserves the right not to make an appointment. Because of that, apply to several CoJ internships if you qualify.

Tips for a stronger application

  • Tailor your CV to the public-sector work: counter service, admin, records and reporting.
  • Use the advert’s keywords. If it says “records management”, show that on your CV.
  • Check your documents. Missing or uncertified papers are a common reason applications fall away.
  • Prepare for interviews by researching the City’s Development Planning Department and the building plan approval process.
  • Use a professional email address and a working phone number you will answer.
  • Beware of scams. CoJ never charges a fee to apply. Only use the official joburg.org.za website.

Quick checklist before you apply

  • I live in Johannesburg and can prove it
  • I have not done an internship before (or the exception applies)
  • My qualification matches the advert
  • My certified documents are scanned and ready
  • I have noted the closing date
  • I’m applying through www.joburg.org.za only

Final thoughts

Eighteen months of paid experience in a metropolitan municipality can set a graduate apart in a competitive market. Prepare your documents now, check the vacancies page regularly, and apply as soon as the 2027 Building Development Management circular goes live.

I can also tailor a CV or cover letter for this internship if you’d like.
