Going to university or college costs more than most families expect. Tuition is only the start. There are also books, travel, food and often accommodation. If you live in the Oudtshoorn area and plan to study in 2027, the municipality’s External Municipal Study Assistance Programme may take some of that weight off your shoulders. This guide explains who qualifies, what to prepare and how to hand in your application.

The programme at a glance

  • Closing date: Friday, 30 October 2026, at 12:00
  • Organiser: Oudtshoorn Local Municipality, Western Cape
  • Duration: one year, covering the 2027 academic year and full-time study only
  • Minimum qualification: Grade 12 (Matric) or equivalent
  • Notice number: 171 of 2026.
  • Amount: Not specified in the 2027 notice. Some older bursary pages mention R40 000 per year, but that figure comes from earlier years and may not apply now. Ask the municipality when you collect your form.

About the municipality behind the programme

Oudtshoorn Municipality sits in the Little Karoo. It includes the towns of Oudtshoorn, De Rust and Dysselsdorp and provides services to residents, businesses and the tourism and hospitality sector. Programmes like this one invest in local young people, so that the next generation of students can build careers and, ideally, strengthen their communities.

Who can apply?

Two groups of students are welcome. The first is learners currently in Grade 12 who plan to study further. The second is applicants who have already passed Grade 12 and have been admitted to or registered at an accredited tertiary institution.

You must also live in the Greater Oudtshoorn Municipality, including rural areas within its boundaries. The programme is aimed at students with strong academic potential, and preference goes to historically disadvantaged individuals and persons with disabilities who meet the criteria. Quick self-check. You are likely a good fit if you can say yes to all of these:

  • I live in the Greater Oudtshoorn area.
  • I am in Grade 12, or I have already finished it.
  • I plan to study full-time in 2027.
  • I have been admitted or registered, or I am applying to an accredited institution.

The documents you need, explained

The notice is strict here. Applications are only processed when the form is fully completed and every supporting document is attached. Prepare these:

  1. Grade 12 certificate or statement of results (certified copy). If you are still in Grade 12, use your latest official results.
  2. Proof of registration or admission. This is the letter or confirmation from your university, college or TVET institution. An offer letter is usually the easiest way to show admission.
  3. Your ID document (certified copy).
  4. Proof of residential address. A recent utility bill or a letter from a ward councillor are common examples, but confirm what the municipality accepts.
  5. Proof of combined household income. This shows the household’s total income. Payslips, a SASSA letter or a sworn affidavit are typical options, so check which the municipality accepts.
  6. Criminal record check report, not older than six months. If you don’t have one, attach proof that you have applied for it. A SAPS clearance can take time, so apply for it first.

Tip on certified copies: Take your originals and photocopies to a police station or commissioner of oaths. Certification usually takes a few minutes, but queues can be long near deadlines.

How to apply, step by step

There is no online application. Applications go in by hand or by post, and email or fax applications will not be considered.

Step 1: Get the form. Forms are available at the Oudtshoorn Municipality offices, the municipal libraries and the Oudtshoorn Thusong Service Centre, during working hours of 07:30 to 16:30.

Step 2: Fill it in carefully. Previous forms asked for personal details, the field of study and institution, Grade 12 subjects and symbols, any post-school qualifications, and two references: teachers, lecturers or tutors who know you well and whom the municipality may contact. Previous forms also warn that false or misleading information can lead to rejection, or to the withdrawal of an award and repayment of money already paid. The 2027 form may differ, so read each section as you go.

Step 3: Attach every document. Keep everything in order. Use a folder or envelope and tick off the list above.

Step 4: Submit. Address your application to Ms M Ayford, Senior HR Officer: Skills Development, or Mrs R January, Administrator: Skills Development & EPA. The physical address is Oudtshoorn Municipality, corner of Voortrekker Road and Baron Van Reede Street, 69 Voortrekker Road, Oudtshoorn, 6625, Western Cape.

I could not find a 2027 form online, so please collect the current one from the municipality.

A simple four-week plan

  • This week: Collect the form. Apply for your police clearance. Ask two teachers or lecturers to be your references.
  • Week 2: Get your certified copies. Gather proof of address and household income.
  • Week 3: Complete the form and have a parent, guardian or teacher check it.
  • Week 4: Hand in your application early, ideally days before the deadline.

Rules that can end your application

  • Late or incomplete applications may not be considered.
  • Canvassing means automatic disqualification. Do not ask councillors or officials to put in a good word.
  • A CV, if you attach one, will not be returned.
  • Never submit false information.

What happens after you apply?

Patience is part of the process. If nobody contacts you within 30 working days after the closing date, you can assume your application was unsuccessful. Keep your phone on and check your messages during that time.

Common mistakes to avoid

  • Waiting until the last day. Queues, traffic and missing paperwork can cost you the opportunity.
  • Leaving blanks on the form. Write “N/A” where something truly doesn’t apply.
  • Submitting uncertified copies. The notice asks for certified copies of key documents.
  • Choosing email. Emailed applications are not accepted.
  • Forgetting your references. Tell both people they may receive a call.

Frequently asked questions
